New Delhi: India and South Africa held their first-ever Army-to-Army Staff Talks in New Delhi from September 16 to 18, opening a new institutional channel for military-to-military engagement focused on expanding training exchanges and joint capacity-building initiatives.
The inaugural talks focused on identifying avenues to strengthen bilateral defence cooperation, with both sides discussing greater training exchanges and joint capacity building. The Indian Army described the engagement as a significant step towards strengthening military-to-military ties between the two countries.
As part of the programme, the visiting South African delegation was given exposure to India's AI infusion initiatives within the Army and visited the 505 Army Base Workshop, providing an overview of India's technology-driven military modernisation and indigenous defence capabilities.

The technology component adds an important dimension to the engagement. Rather than limiting cooperation to conventional training exchanges, India's showcase of AI applications and domestic maintenance and manufacturing capabilities provides South Africa with exposure to aspects of India's ongoing military transformation.
The talks come shortly after Prime Minister Narendra Modi and South African President Cyril Ramaphosa met on the sidelines of the 18th BRICS Summit in New Delhi on September 13. The two leaders reviewed the India-South Africa Strategic Partnership and discussed areas including critical minerals, infrastructure, food security, digital public infrastructure, emerging technologies and skilling.
Defence cooperation between the two countries has an established institutional foundation. India and South Africa began formal defence cooperation in 1996, followed by a revised Defence Cooperation MoU in 2000 and the establishment of the Joint Defence Committee. The ninth JDC meeting was held in Johannesburg in June 2025.
The two countries have also cooperated through multilateral military engagements. South Africa's participation in Exercise IBSAMAR with India and Brazil, as well as its participation in Indian-hosted maritime exercises and training programmes, has provided an existing foundation for military interaction.
The Army-level talks now add a dedicated channel for land-force cooperation. Areas such as professional military education, training, capacity building, emerging technologies and operational experience-sharing could provide scope for deeper engagement between the Indian Army and South African National Defence Force.
For India, the engagement also fits into its broader effort to expand defence partnerships across Africa. New Delhi has increasingly sought to position itself not only as a defence-equipment supplier but also as a partner in training, capacity building, technology and indigenous defence manufacturing.
The South African delegation's exposure to Indian Army AI initiatives and the 505 Army Base Workshop is particularly relevant in this context. It demonstrates an opportunity for India to share elements of its defence modernisation experience alongside conventional military cooperation.
At the same time, the inaugural Staff Talks have so far resulted in discussions on training and capacity building, and no specific procurement or joint-production agreement has been announced as part of the engagement. Any future defence-industrial arrangements would therefore require separate agreements.
The first Army-to-Army Staff Talks nevertheless mark an important institutional development in India-South Africa defence relations, providing a structured mechanism through which the two countries can translate their broader strategic partnership into sustained military cooperation and capability-building initiatives.
