‘Seva through Science’: Naidu hails HAL milestone as Tejas, HTT-40 and Dhruv NG enters service

Bengaluru: Civil Aviation Minister K. Rammohan Naidu on September 18 described HAL’s latest aircraft handovers as “Seva through Science”, as the state-run aerospace major delivered two Tejas FOC twin-seat trainers and three HTT-40 basic trainers to the Indian Air Force, along with four civil-certified Dhruv NG helicopters to Pawan Hans.

Speaking at the ceremony attended by Defence Minister Rajnath Singh, Naidu said the handovers represented more than aircraft deliveries, describing them as a major step in India’s drive towards Aatmanirbharta in aerospace manufacturing. He highlighted the simultaneous progress across military aviation, pilot training and civil helicopter operations.

The three platforms cover distinct segments of India's aerospace ecosystem. The Tejas FOC twin-seaters will support advanced fighter-pilot training while retaining the core systems and combat capability of the frontline aircraft. The two aircraft also complete the twin-seat component of the FOC contract.

The HTT-40, meanwhile, represents the basic stage of military pilot training. Designed and developed indigenously by HAL, the turboprop trainer supports aerobatics, general handling, instrument flying, navigation, night flying and close-formation training. The latest handover begins execution of the IAF's 70-aircraft HTT-40 order.

The third element is the Dhruv Next Generation helicopter, with four civil-certified helicopters handed over to Pawan Hans. Their induction marks HAL's expansion of the indigenous Dhruv platform into commercial aviation, with applications including passenger transport, emergency medical services and offshore logistics.

Naidu also highlighted the broader transformation in India's defence-industrial base, saying annual defence production is now nearly four times its 2013-14 level and that the armed forces meet around 80% of their requirements through indigenous procurement, according to his remarks reported from the event.

The handover also underscored the importance of building an aerospace ecosystem that extends beyond individual aircraft. HAL's capabilities now span aircraft design and manufacturing, helicopter development, maintenance and overhaul, certification and aerospace engineering, while its programmes involve wider domestic industry participation.

For India's defence sector, the HTT-40 is particularly significant because it addresses the basic training stage with an indigenous platform, reducing reliance on imported trainers. The Tejas twin-seater then provides an indigenous pathway into advanced fighter training, creating a broader domestic training ecosystem.

The Dhruv NG adds a different dimension by testing whether an Indian-developed helicopter can establish itself in the civil and commercial market, rather than remaining primarily a military platform. Its entry into Pawan Hans' fleet therefore gives HAL an opportunity to build an indigenous presence in India's expanding civilian helicopter sector.

At the same time, the milestone comes with an important production challenge. Defence Minister Rajnath Singh has called on HAL to set realistic project timelines and expand capabilities across design, development, manufacturing, certification, lifecycle support and global marketing, while stressing greater public-private collaboration for next-generation aerospace programmes.

The Bengaluru event therefore represents more than a ceremonial handover. Tejas demonstrates India's indigenous fighter capability, HTT-40 strengthens the domestic pilot-training chain, and Dhruv NG opens a larger civil-market opportunity. Together, they illustrate the broader ambition of building an Indian aerospace industry capable of serving military requirements while also competing in civilian and international markets.

For Naidu, that convergence is what makes the milestone “Seva through Science”—science and engineering being translated into operational capability, industrial capacity and wider public-sector aviation services.
