Chandigarh: The Punjab Government will conduct a statewide Civil Defence Air Raid and Blackout Mock Exercise across all districts on November 27 at 8 PM, with the drill aimed at assessing and strengthening the state’s preparedness and response mechanisms during emergency situations.
The exercise will begin with a two-minute air-raid warning siren featuring a high-low pitch. Following the warning, Deputy Commissioners-cum-Controllers of Civil Defence will implement simulated blackouts in designated areas.

Residents in these areas will be asked to switch off all non-essential lights, while essential services will continue operating. The exercise will conclude with a continuous two-minute high-pitched “All Clear” siren.
Beyond the blackout component, the drill will test several layers of the civil-defence response, including fire-fighting, search and rescue, first aid and emergency medical assistance, evacuation of injured persons, and traffic and crowd control. Authorities will use the exercise to assess how effectively different response agencies coordinate during a simulated emergency.
The statewide nature of the exercise is significant for Punjab, where civil-defence preparedness has particular relevance because of the state's proximity to India's western border. However, authorities have described the November 27 exercise as a preparedness drill, and residents have been advised not to panic or interpret it as a warning of an impending attack.
The exercise also reflects the broader shift in civil-defence planning from simply issuing warnings towards integrated emergency response. In an air-raid scenario, civilian preparedness depends not only on warning systems and blackout procedures but also on rapid firefighting, casualty evacuation, medical response and maintenance of public order.
A similar exercise has already been conducted at the district level. Kapurthala's administration announced a Civil Defence Air Raid/Blackout Mock Exercise for November 27, covering the same elements of siren activation, blackout, firefighting, search and rescue, medical assistance and evacuation.
The November exercise will therefore provide Punjab authorities with an opportunity to identify gaps in warning dissemination, inter-agency coordination, evacuation procedures and public response, allowing corrective measures to be incorporated into the state's civil-defence preparedness framework.
With modern conflicts increasingly involving drones, missiles, precision strikes and disruption of critical infrastructure, civil defence has become an important component of national resilience. For Punjab, the statewide drill represents an effort to ensure that civilian authorities, emergency services and the public can respond in a coordinated manner if a serious security or disaster situation arises.
