New Delhi: It may be the beginning of winter in India and Canada, but diplomatic relations between the two countries are experiencing a new warmth. Foreign Minister of Canada Anita Anand is visiting New Delhi and on Monday, October 13, in a decisive move to revive bilateral relations, India and Canada formally signed a comprehensive roadmap for cooperation. The agreement marks a clear break from two years of diplomatic freeze and signals a robust reset focused on trade, technology, energy, and security.
The historic deal was inked during high-level talks between India’s External Affairs Minister S. Jaishankar and Canada’s Foreign Minister Anita Anand. This new chapter aims to restore trust, recalibrate cooperation, and address mutual concerns amid global economic uncertainty and rising geopolitical tensions.

The renewed partnership covers critical sectors such as clean energy—including green hydrogen and carbon capture—technology innovation, critical minerals supply chains, agriculture, and law enforcement. Both nations agreed to resume the Canada-India Ministerial Energy Dialogue (CIMED) and re-establish business forums to propel trade and investment. The agreement also emphasizes strengthening people-to-people ties through increased student exchanges and skilled migration pathways.
This reset follows groundwork laid earlier this year—including the reinstatement of High Commissioners, resumed security dialogues, and prior meetings between officials—that paved the way for a restored diplomatic momentum. Prime Minister Narendra Modi welcomed the move as a timely opportunity to inject fresh energy into cooperation between two democratic economies with shared values.
For India, this roadmap is a game-changer. It ensures more reliable access to Canadian energy and critical minerals, vital for sustaining India’s fast-growing and green energy-driven economy. The tech and innovation collaboration aligns with India’s goals of self-reliance and economic diversification. Enhanced security cooperation strengthens India’s capacities to tackle transnational threats.
Economically, India stands to benefit from expanded market access and revitalized trade channels worth over $23 billion as of 2024, while Canada's diversified supply chains will reduce dependencies on volatile global powers. The deal also bodes well for the Indian diaspora in Canada, reaffirming a positive diplomatic climate.
As both countries commit to deepening this enduring partnership, the roadmap sets the stage for sustained growth, strategic resilience, and a broader Indo-Pacific footprint amid complex global shifts.
