India’s maritime diplomacy across Europe : INS Sudarshini reaches Barcelona

Barcelona: Indian Navy’s sail training ship INS Sudarshini has arrived in Barcelona as part of Lokayan 26, a 10-month transoceanic expedition aimed at showcasing India’s maritime heritage while strengthening naval and people-to-people ties with partner countries.

The three-masted barque’s visit to Barcelona forms part of an ambitious voyage covering approximately 22,000 nautical miles, 18 foreign ports and 13 countries. The expedition began from Kochi in January and has already taken the ship across multiple regions, including the Mediterranean, the Atlantic and North America.

During its Barcelona port call, INS Sudarshini is scheduled to undertake professional and cultural engagements with the Spanish Navy and other maritime stakeholders. Sea trainees onboard will participate in professional interactions and seamanship exchanges, while the vessel will also be opened to visitors, offering the public an opportunity to experience India's maritime traditions.

At first glance, a traditional sailing vessel may appear far removed from modern warships equipped with missiles, radars and advanced combat systems.

But Lokayan 26 is serving a different strategic purpose.

INS Sudarshini functions as a floating platform for naval diplomacy. Port calls allow Indian naval personnel to interact with foreign navies, maritime institutions, diplomats and local communities, creating relationships that extend beyond formal defence agreements.

The ship has previously participated in major international maritime events, including SAIL 250 in the United States, where it represented India during the country's 250th Independence Day celebrations. Its recent European engagements have included Portugal, where professional exchanges were conducted with the Portuguese Navy and naval academy.

The Mediterranean connects Europe, North Africa, the Middle East and the Atlantic, making it one of the world's most strategically significant maritime regions. India's increasing naval engagement with European maritime powers provides opportunities to strengthen relationships in a region that remains important for global trade, energy flows and sea-lane security.

Spain is also an increasingly relevant partner for India in the defence and maritime domain. Regular naval interactions and port visits help build familiarity, professional ties and interoperability between the two countries' maritime forces.

Lokayan 26 therefore fits into India's wider approach of expanding its maritime footprint and diplomatic engagement beyond the Indian Ocean Region.

The expedition also demonstrates how India is using its maritime heritage as a tool of contemporary diplomacy.

While INS Sudarshini is primarily a sail training ship, the visibility generated by its voyage allows India to engage foreign audiences through naval professionalism, culture and history simultaneously.

The deployment also provides valuable training for Indian Navy and Coast Guard personnel. More than 200 trainees are expected to gain experience in long-range navigation and traditional seamanship during the expedition.

The larger message of Lokayan 26 is therefore not about projecting military power through a conventional fleet deployment. It's about projecting maritime presence, naval professionalism, cultural confidence and diplomatic goodwill across multiple regions.

As INS Sudarshini continues its voyage, each port call adds another link to India's network of maritime relationships. The ship may be powered by wind, but Lokayan 26 is ultimately carrying something far more strategic: India's maritime diplomacy across the world's oceans.
