Dushanbe [Tajikistan]: Defence Minister Rajnath Singh called for a unified international response against terrorism at the 25th Shanghai Cooperation Organisation (SCO) Council of Heads of Government meeting in Dushanbe, Tajikistan, on October 20, stressing that there can be “no double standards” in tackling terrorist networks. Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar was also present during the address.

Singh described terrorism as a major threat to peace and development, highlighting its impact on innocent lives, investment, commerce and youth opportunities. He urged SCO member states to collectively dismantle the entire ecosystem of terrorism, including those who finance, support or provide safe havens to terrorist groups.
The remarks reinforced India’s longstanding position that counterterrorism efforts must address not only terrorist attacks but also the networks and support structures that sustain them. Singh’s emphasis on collective action places responsibility on SCO members to apply consistent standards rather than make political exceptions.
The meeting also addressed broader regional priorities, including connectivity, trade, investment and economic cooperation. India backed SCO’s 2026–2030 action plan for multilateral trade and economic cooperation, linking regional stability with opportunities for development.
Singh’s message is diplomatically significant because it is delivered in a multilateral forum with Pakistan’s representative present. However, the key test is whether the SCO’s stated commitment against terrorism translates into consistent implementation and concrete collective action.
