On the sidelines of the meeting, Singh will hold bilateral discussions with defence ministers from participating countries to review ongoing defence cooperation and explore new areas of collaboration. The discussions are expected to provide an opportunity to deepen strategic engagement and advance India’s defence diplomacy in Southeast Asia.
The ADMM-Plus bought together the 11 ASEAN member states and eight dialogue partners: India, the United States, China, Russia, Japan, South Korea, Australia and New Zealand. The forum will provide a platform for defence dialogue and cooperation on shared regional and international security challenges.
India’s participation aligns with its Act East Policy and its support for ASEAN centrality in maintaining peace, stability and collective growth in the Indo-Pacific. India became an ASEAN dialogue partner in 1992, while the inaugural ADMM-Plus meeting took place in Hanoi, Vietnam, in 2010.
India is also co-chairing the ADMM-Plus Experts’ Working Group on Counter-Terrorism with Malaysia for the 2024–2027 cycle. Singh’s visit will provide an opportunity to reinforce this cooperation and discuss wider security priorities with regional partners. Any new agreements or initiatives will depend on the outcomes of the bilateral meetings and the ministerial forum.
