Victoria: US Pacific Command chief Admiral Samuel J. Paparo held a series of high-level engagements with defence leaders from across the Indo-Pacific on the sidelines of the 28th Indo-Pacific Chiefs of Defense Conference, as Washington seeks to strengthen regional security cooperation and deterrence.

The conference, held in Victoria, British Columbia, from August 31 to September 2, brought together defence chiefs and senior military representatives from 29 countries under the theme “Strengthening Collective Security: Navigating Challenges in a Dynamic Indo-Pacific Landscape.”
Paparo participated in meetings involving the Quadrilateral Security Dialogue (Quad), the Defense Cooperation Council and ASEAN defence leaders, while also holding bilateral discussions with senior military officials.
Among his engagements was a Quad meeting with India's Chief of Defence Staff General N. S. Raja Subramani, Australia's Chief of the Defence Force Admiral Mark Hammond and Japan's Vice Chief of Staff Lt Gen Norimichi Shirakawa.
He also held bilateral discussions with defence leaders including counterparts from South Korea, Nepal and China, demonstrating the conference's broader role as a platform for both cooperation and military-to-military engagement.
The significance of Paparo's engagements lies in the growing emphasis on networked security partnerships rather than relying solely on individual bilateral alliances.
For the United States, strengthening links among Indo-Pacific militaries can improve interoperability, information sharing and the ability to respond collectively to regional contingencies.
For India, participation alongside the US, Japan and Australia reinforces the country's role in the wider Indo-Pacific security architecture, while preserving its independent strategic posture.
The broader regional environment is also becoming increasingly contested, with maritime security, military modernisation and strategic competition shaping defence planning across the Indo-Pacific.
